Strengthening Capacities of Veterinary Services to Facilitate Safer International Trade

The World Organisation for Animal Health (WOAH) develops international standards to prevent the spread of animal diseases via international trade.

Veterinary Services contribute to a safe and conducive environment for trade operations. Their role in the international trade of animals and animal products is complex and requires a wide range of legal, institutional, technical, collaborative policy level competencies. Trust and confidence between the Veterinary Services and trading partners are key and must be developed and maintained throughout the entire trade process based on three pillars: transparency, good governance, and the quality of Veterinary Services.

At the same time, the private sector, including farmers and industry, play an important role in partnership with Veterinary Services in the context of rapid globalisation and increasing importance of animal health measures. Many countries cannot access international markets as they are unable to control or eradicate important diseases that have an impact on trade.

The workshop will exchange knowledge and understanding on the role of WOAH international standards and share experiences, challenges and best practices of WOAH Members.

 

Target audience:

 

  • High-level officer in charge of the decision related to import-exports of livestock and livestock products at central level.
  • Technical officer at central and provincial levels involved in risk assessment, risk management and risk communication related to the import or export of animals and animal products (trade negotiations, dossier preparation)

 

 

Objectives:

 

  • Explain the relevant WOAH standards and their application in the context of international trade of live animals and products of animal origin.
  • Describe the practical relationship between the World Trade Organization (WTO) Sanitary and Phytosanitary (SPS) Agreement and WOAH Standards.
  • Discuss market access requirements for animal and animal products.
  • Discuss and understand practical challenges and experiences for the implementation of WOAH international standards in international trade.
