National Workshop on Public-Private Partnership (PPP) to Strengthen National Veterinary Services

As a flagship programme of WOAH, the PVS Pathway is an independent, country-driven, stage-by-stage process of system evaluation and planning to strengthen a country’s Veterinary Services (VS) in compliance with WOAH’s International Standards on the quality of VS.

Public-Private Partnership (PPP) is one of the latest additions to PVS Targeted Support. PPP is a joint approach in which the public and private sectors agree upon responsibilities and share resources and risks to achieve common objectives that sustainable deliver benefits. By working in partnership to provide or enable services, the public and private sectors can bring more significant benefits and long-term positive impacts that would otherwise be unattainable by either sector working in isolation.

PPP can be implemented to support activities and deliver services across the veterinary environment. The enabling environment for the development, governance, impact, and sustainability of PPP can be considered throughout the PVS Pathway Cycle, at the Evaluation stage (Evaluation and Evaluation Follow-Up missions), during the planning stage (Gap Analysis, Strategic Planning) and through specific PVS Targeted Support activities.

Therefore, we (WOAH and PPP2.0 sub-contractor CIRAD) developed PPP Targeted Support as a National Workshop to build partnership capacities of relevant Public and Private stakeholders to deal with specific challenges identified by the delegate of Members.

Overview of the process

Participation in the PVS-PPP Targeted Support is voluntary. The standard face-to-face mission /usual protocol of PVS Evaluation is adopted for PPP Targeted support development.

PVS-PPP Targeted Support methodology was developed in consultation with PVS experts, the Capacity-Building Department, RR/SRR staff and in collaboration with CIRAD, our implementation partner of the PPP2.0 project. This methodology is being piloted for the first time in Sri Lanka. At the request of the Sri Lankan Delegate for PPP Targeted Support following the PVS Follow-Up Mission in July of 2023, a PVS-PPP Targeted Support program was implemented to enhance the partnership capacities of public and private stakeholders in Sri Lanka. This PPP Targeted Support program had three components, namely the preparation phase (20 October to 30 November), PPP workshop implementation (5-7 December), and report submission (by mid-January 2024).

Objectives of the workshop

The PPP workshop was conducted in Sri Lanka from 5 to 7 December to achieve the following objectives for the participants:

  1. To understand the need and benefits of PPPs in strengthening VS.
  2. To build capacity for developing PPP Business cases and effective implementation.
  3. To understand the monitoring and evaluation tools for efficient review of progress or development of new PPP cases.

The expected outcome of the workshop was:

  • Participants from the public and private sectors to better understand the PPP project development, implementation and review
