Antimicrobial resistance (AMR) threatens public health, food safety, and agriculture. In the Philippines, misuse of antimicrobials in livestock and aquaculture contributes to resistance. Stronger engagement with the private sector is vital to promote good practices and support the Philippine Action Plan to Combat AMR. The Inter-agency Committee on AMR, co-chaired by the Department of Health and Department of Agriculture, developed the iAMResponsible campaign to raise awareness among experts, academia, and the public.
The private sector plays a critical role in responsible antimicrobial use. Through the regional project Working Together to Fight AMR, WOAH supported two activities to strengthen private sector: a workshop to link private sector actors to the iAMResponsible campaign, and a pledge-signing ceremony to showcase their commitment. To build on these efforts, the establishment of a communication-focused Public–Private Partnership (PPP) under iAMResponsible is encouraged. In line with WOAH guidelines, such a PPP would coordinate messaging, pool resources, and expand outreach, ensuring consistent, science-based information on antimicrobial use.
As this is the first workshop dedicated to PPP development, its scope will focus on commercial poultry farms. This pilot workshop will help the Bureau of Animal Industry (BAI) strengthen its knowledge on PPPs, identify good practices, and lay the groundwork for future collaboration with other private sector groups. A back-to-back training will also be held exclusively for BAI staff.
This handbook explains how PPP can be applied in the veterinary domain and how to enable PPP in a wide range
of situations. It is written for anyone interested in the potential to secure the benefits of working in partnership to
deliver services, from senior leaders to implementers in the field, in both the public and private sectors.
