Public-Private Partnership (PPP) Targeted Support

 

Background

 

As a flagship programme of the World Organisation for Animal Health (WOAH), the Performance of Veterinary Services (PVS) Pathway is an independent, country-driven, stage-by-stage process for sustainable planning and continuous improvement of a country’s Veterinary Services (VS) in compliance with WOAH’s International Standards on the quality of VS.

Cyclical in nature, the four stages of the PVS Pathway correspond to specific capacity-building activities and methods to evaluate, plan, cost and support the strengthening of national VS in a wide range of components covering the entire veterinary domain, including workforce evaluation and development, disease prevention and control capabilities, diagnosis and laboratory networks, economic and legal assessments, One Health integration and Public-Private Partnerships.

Public-Private Partnership (PPP) is one of the latest additions to PVS Targeted Support. It’s a joint approach where the public and private sectors agree upon responsibilities and share resources and risks to achieve common objectives that deliver sustainable benefits. By working in partnership to provide or enable services, the public and private sectors can bring more significant benefits and long-term positive impacts that would otherwise be unattainable by either sector working in isolation. PPP can be implemented to support activities and deliver services across the veterinary environment. The enabling environment for the development, governance, impact, and sustainability of PPP can be considered throughout the PVS Pathway Cycle, at the Evaluation stage (Evaluation and Evaluation Follow-Up missions), during the planning stage (Gap Analysis, Strategic Planning) and through specific PVS Targeted Support activities. Therefore, WOAH has developed PPP Targeted Support as a national workshop to build partnership capacities for relevant public and private stakeholders. This workshop is a promising opportunity to address specific challenges identified by the delegate of Members, and we are optimistic about the positive outcomes that can be achieved through your active involvement.

 

Objectives

 

The objectives of the PPP targeted support programme are:

  • The Veterinary Authority identifies strong need-based arguments and enters, manages and evaluates partnerships with the private sector.
  • The Veterinary Authority uses the appropriate methodologies, such as guidelines for successful PPP implementation and monitoring and evaluation tools, to identify stakeholders, partnership opportunities, business case development.
  • The Veterinary Services define a roadmap to build an enabling environment for the establishment and sustainability of PPP.

Orientation Webinar: Public-Private Partnerships (PPP) in the Veterinary Domain – Insights from Global Experiences and Opportunities in India

The webinar was attended by more than 100 participants representing both public and private sectors, including the top officials from the Ministry of Animal Husbandry, and  Directors, Vice Chancellors, and senior officials from NGOs, VEEs and companies. Participants engaged in active discussions and shared diverse viewpoints.
