As a flagship programme of WOAH (founded as OIE), the PVS Pathway is an independent, country-driven, stage-by-stage process of system evaluation and planning to strengthen a country’s Veterinary Services (VS) in compliance with the WOAH’s International Standards on the quality of VS.
WOAH organised a training on the PVS Tool (2010 version (5th edition) with 46 Critical Competencies) for China in 2012. Since then, China has adapted the PVS Tool (2013 version) to the sub-national level and conducted self-evaluation activities in provinces and piloted at the county level.
Phase 1 – Information Session on PVS updates and introduction to PVS Gap Analysis in a virtual modality in 2022 and Phase 2 – Training with exercises and competency building in the physical modality in 2023 were organised for a team of Veterinary Services members at different levels, responsible for designing the animal health programs and related resourcing needs. There is a strong need for tools taking into account a large country with very large farms, a diversity of livestock farming, and different tools facilitating animal disease surveillance and facilitating the assessment of the human resources needs for the different kinds of programs.
To follow the established structure, it was decided to continue cooperation with China through the organisation of another workshop in 2024 as Phase 3 to carefully analyse the application of both PVS evaluation tool and Gap analysis methodologies at national level, understanding and engagement at the county and provincial level. Further, successes and lessons learned from other WOAH Members will be shared.
