27th SEACFMD National Coordinators Meeting back-to-back with WAHIS Training

Background

The World Organisation for Animal Health (WOAH) continues to lead efforts to control Foot-and-Mouth Disease (FMD) across South-East Asia, China, and Mongolia through the South-East Asia and China Foot-and-Mouth Disease (SEACFMD) Campaign. Since 1997, the Campaign has fostered regional collaboration, provided technical guidance, and mobilised political and financial support. Recognised globally as a model for regional cooperation on transboundary animal diseases, SEACFMD is now in the final year of its sixth phase under the 2021–2025 Roadmap.

A recent evaluation of progress since 1997 will inform the SEACFMD Roadmap 2026–2030. As part of this planning, a foresight exercise, SEACFMD Campaign by 2050, was held during the 27th Sub-Commission meeting in September 2024 to outline milestones up to 2050. The next roadmap will launch a new strategic cycle, rebranding Phase 7 as Phase 1.

The SEACFMD National Coordinators Meeting remains a key platform for countries to assess risks, share experiences, and plan future actions. To improve disease reporting, ASEAN Member States have replaced the ASEAN Regional Animal Health Information System (ARAHIS) with WOAH’s World Animal Health Information System (WAHIS), piloting its Early Warning System in January 2025.

A training session for WAHIS Focal Points and National Coordinators will be held on 19 August 2025 to build capacity and ensure consistent reporting. The 27th SEACFMD National Coordinators Meeting will follow from 20–22 August 2025 in Luang Prabang, Laos, to review FMD status, share lessons learned, and finalise the 2026–2030 Roadmap and its monitoring framework.

Objectives

The 27th SEACFMD National Coordinators Meeting aims to:

  • Review the progress, achievements, and challenges of the sixth phase of the SEACFMD Campaign under the 2021–2025 Roadmap;
  • Assess the current regional and global FMD risk and epidemiological situation among Member Countries;
  • Finalize the SEACFMD Roadmap 2026–2030, including its implementation plan and M&E framework;
  • Train WAHIS focal points and National Coordinators from ASEAN Member States on the utilization of WAHIS Early Warning System to promote harmonized reporting of priority animal diseases across the ASEAN.
