Job title:  Animal Health Officer –  WOAH Sub-Regional Representation for South-East Asia (SRR SEA)
  Positioning and Reporting  

The position is based in Bangkok, Thailand. Under the authority of the Director General and  the Sub-Regional Representative for South East Asia, the Animal Health Officer will work under the direct supervision of the Regional Animal Health Coordinator for TADs at SRR SEA.  

  Job purpose

The Animal Health Officer supports the implementation of activities related to Transboundary Animal Diseases (TADs), including the SEACFMD Campaign. This involves planning, coordinating, and ensuring the effective delivery of these activities. The Animal Health Officer contributes to the implementation of sub-regional strategies, such as the SEACFMD Roadmap and the ASEAN TADs Strategies for  African Swine Fever (ASF), Peste des Petits Ruminants (PPR), and Lumpy Skin Disease (LSD).

Additionally, the Animal Health Officer aligns efforts with relevant global strategies for diseases such as FMD, PPR, and ASF, as well as the Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs) and associated regional frameworks. The Animal Health Officer supports and ensures monitoring and evaluation of projects and strategies to measure progress, achieve defined outputs, and maintain accountability.

The role also involves fostering strong working relationships with stakeholders across the SEACFMD and ASEAN regions, enhancing the visibility of WOAH and its initiatives. Finally, the Animal Health Officer also supports the implementation of capacity building activities implemented by WOAH in South-East Asia.  

Missions and activities

– Provide technical support for the WOAH TADs activities, which include but are not limited to disease surveillance, control and prevention, risk assessments, vaccination campaigns, outbreak investigations, disease control plan strategy developments and capacity building;
– Support implementation of Sub-Regional TADs strategies including SEACFMD Roadmap and ASEAN TADs strategies for ASF, PPR and LSD and relevant global and regional strategies and frameworks;
– Draft progress and annual reports of projects implemented by WOAH SRR-SEA in accordance with donor requirements;
– Oversee and monitor activities being implemented by other Project partners and ensures monitoring and evaluation of projects and strategies to measure progress, achieve defined outputs, and maintain accountability;
– Liaise with other international organisations and Economic Community in the region (in particular the ASEAN) for a coordinated effort towards TADs control;
– Maintain working relations with stakeholders in the South-East Asia and SEACFMD region, including but not limited to: WOAH Delegates, SEACFMD and TADs National Coordinators, other Government officials, research institutes, industry and farmers;
– Plan, coordinate, prepare, facilitate and report on relevant TADs meetings in the region;
– Plan, coordinate, prepare, facilitate and report on relevant capacity building activties in the region;In agreement with the Sub-Regional Representative, participate in relevant regional and international meetings, seminars and conferences, and promote the visibility of WOAH as an independent, scientific and highly professional organisation throughout South-East Asia.

In addition, the Sub-Regional Representative for South East Asia may when necessary, assign to the incumbent any other duties, responsibilities and activities within her/his area of competence.

  Qualification and experience:

– A degree in Veterinary Medicine, with MS or PhD an advantage;
– Publications in international academic journals;
– Two to five years of work/research experience with exposure in an international arena;Experience in the management of animal health programmes.

  Technical skills

– Skills in technical and scientific animal health management, including development of surveillance designs, data analysis and interpretation of diagnostic tests;
– Knowledge and understanding of the nature and epidemiology of important TADS such as FMD, ASF, LSD and other TADs;
– Experience in planning and coordinating meetings (virtual and presential);
– Excellent  command of English, both written and spoken, including scientific, technical and project report writing. Additional languages an advantage;Strong computer skills in a Microsoft environment (Word, Excel, PPT), SharePoint, database, office technology equipment and software;
– Knowledge of Geographic Information System.

Interpersonal skills:

– Excellent analytical, facilitation, coordination and communication skills;
– Proven effective organisational skills and ability to handle work in an efficient and timely manner, defining priorities and meeting deadlines ;
– Capacity to work in a team within an international environment;
– Willingness and ability to work in a multi-cultural environment;
– Capacity to work autonomously and to take ownership of tasks.

Working conditions  

– Salary: 2,800 to 3,300 Euros/month
– Type of contract: WOAH Staff – Fixed-term contract.
– Duration: Two (2) years renewable.
– Location: WOAH Sub-Regional Representation for South-East Asia

The post is a full-time position based at the WOAH Sub-Regional Representation for South-East Asia and requires long hours in a seated position at a computer. It can entail missions abroad.
